New Order’s limitations in My Hero Academia season 7 explained

Star and Stripe, a hero from America, introduces New Order, a powerful quirk, to the series, but her quirk has its own limitations.

The seventh season of My Hero Academia introduces a new hero, Star and Stripe, America’s number one hero. 

At All Might’s request, Star and Stripe comes to Japan to help deal with the crisis that the country’s heroes are facing. 

Star and Stripe possesses a powerful quirk called New Order, which gives her confidence that she can defeat Shigaraki. 

All For One seeks to steal her quirk, so upon her arrival, Star and Stripe faces Shigaraki, and it soon becomes evident that New Order has weaknesses as well.

New Order and its limitations

New Order is an extraordinary quirk that allows Star and Stripe to impose any rule of her choice on her targets. 

All she needs to do is touch her target, call out its name, and state the rule. This ability works on both living and non-living objects.

For instance, during her fight with Shigaraki, Star and Stripe imposes a rule on the air around them by touching it. She prevents it from existing within a specific space to deprive Shigaraki of oxygen. 

With New Order, Star and Stripe can impose rules to alter not only her own body but also the bodies of others.

However, at any given time, Star and Stripe can only impose two rules; one of them is always used on herself to enhance her physical abilities.

There is a limit to how much she can enhance her target’s physical abilities, which prevents her from being as strong as All Might. 

On the other hand, there is no limit to how much she can weaken a body. Shigaraki compares it to a barometer where she can choose the maximum limit.

Additionally, Star and Stripe cannot impose a rule on a person or object she has not touched. She cannot impose a rule on a target through another target.

When Star and Stripe touches Shigaraki and imposes a rule on him, stating that his heart will stop if he moves, he remains unaffected, which highlights a major limitation of New Order.

For the rule to take effect, both Star and Stripe and the target must agree on the target’s name. 

While she has complete freedom in imposing rules on non-living things due to her one-sided understanding of objects, controlling living beings is more challenging. 

If the living target does not recognize themselves as the name she uses, the rule will not affect them, as seen with Shigaraki, who is now fused with All For One and does not recognize himself.

Although New Order is extremely powerful, it does not make Star and Stripe invincible or unbeatable, as the quirk is not without limitations.
