Susan Goin: The Regime character explained

Susan Goin is the Minister of Finance in Elena Vernham’s cabinet and she considers Elena a little bit eccentric. Pippa Haywood plays the character.

Before meeting the Chancellor, Herbert Zubak is hastily briefed on the situation by Susan Goin and Dr. Kershaw.

Susan makes it clear through the tone in her voice that she doesn’t think Elena’s worries about mold are legitimate but she plays along just like everyone else.

When she’s not around, Susan stops just short of insulting her but she needs Elena to push through a deal that falls under her purview as Minister of Finance.

Enemy of the state

Susan mockingly refers to Herbert as the “Butcher”, a reminder of his involvement in the Site 5 massacre.

Her main focus is the cobalt deal with the Americans so that their country can receive an influx of investment, but Elena isn’t too keen on the deal.

Following the attempted assassination, Susan suggests that Elena spend some time in the countryside away from the threats of the palace.

While she is indisposed, Susan and her allies would take over some responsibilities to ensure the smooth running of the government.

When Elena asks Herbert what to do, he says that she should cut them off because they are taking advantage of her.

So Susan Goin and Dr. Kershaw are arrested after being accused of plotting against Elena and attempting to kill her.
