Lee Moldaver leads the raiders who arrive from Vault 32 and she pretends to be their overseer.
Once they start attacking, Moldaver grabs Hank and gives him the choice of saving his daughter or saving his companions.
She appears to know who Hank is and even shows some familiarity with Lucy’s mother, Rose.
Moldaver’s name is quite well-known in the wasteland and until she reaches the observatory, Lucy only thinks of her as the person who kidnapped her father.
The good guys?
Cooper was invited to a meeting during the pre-war times where he met Moldaver (who went by Ms. Williams).
She tells him that Vault-Tec is up to something concerning and it would behoove him to spy on his wife after handing Cooper a bug.
In the present, Moldaver is the leader of the survivors of the New California Republic that established Shady Sands.
The surface dwellers of Vault 4 even worship Moldaver, who is given the name “The Flamemother”.
Wilzig was supposed to transport a cold fusion particle to her, a project that she originally worked on.
Lucy realizes that she met Moldaver when she was younger after her mother, Rose, left the vault and went to Shady Sands.
Moldaver exposes Hank’s role in the destruction of Shady Sands, and her plans to share the secret of cold fusion so more people can benefit from it.
She dies in the fight with the Brotherhood, but not before she activates the cold fusion device that powers up the city of Los Angeles.
