William Breen: Mayor of Kingstown character explained

William Breen is a CO at the women’s prison who takes advantage of his power. Mathew Del Negro plays the character.

When Tracy returns to work, she meets one of the new COs, William Breen. He is very charming and kind towards her.

When Cherry is brought in after going into labor, Tracy disagrees with the doctor’s treatment of her.

Willam calms her down and tells her to take a break while he ensures she is fine. He says that he’s doing the job because he needs the money.

However, when Tracy digs deeper into a specific issue, William Breen shows his true colors.

The devil in uniform

Tracy has doubts about how Cherry got pregnant since they do not allow conjugal visits in the prison.

She goes to the warden and suggests that Cherry might have been raped but the warden says she can’t investigate it seriously unless there is clear evidence.

When Tracy tries to ask Cherry about it, she doesn’t get a straight answer, but William approaches her that evening.

He questions what she spoke to Cherry about and then forcefully suggests that whatever happened to Cherry was deserved so Tracy must not look closer into the issue.

After Cherry attempts to kill herself, Tracy goes to Mike and tells him about her suspicions. She tells him William Breen’s name and assures him that the CO is responsible.

Mike asks Tracy if William laid a hand on her and she doesn’t say it in words but her reaction confirms that he threatened her.

Mike seeks out William and asks Ian to be there so that he can stop Mike from doing something drastic.

William doesn’t know who Mike is but he gets a sound beating and is ordered to transfer to a different prison.
