KC FEDRA in The Last of Us explained

In The Last of Us episode 5, Joel and Ellie arrive in Kansas City and learn that the KC FEDRA, which is known for its authoritarian regime, has fallen.

Joel and Ellie see roads blocked by cars while driving through Kansas City. Exploring the place results in them coming across the QZ of FEDRA, which has been completely wiped off.

Moments later, some members of the resistance, a rebel group led by a woman named Kathleen, attack Joel and Ellie. They both manage to fight them off and find shelter in a tall building in front of them.

They meet Henry and Sam in that building, with whom they are forced to work together, as Henry is the one who knows a way out of this city.

KC FEDRA’s notoriety

Kathleen and the resistance are desperately looking for Henry and Sam. In fact, Henry is the most wanted in the city, and with Joel killing some of Kathleen’s men, he and Ellie are the second most wanted now.

The resistance took FEDRA down 10 days ago and killed most of them. Joel wonders if Henry is being hunted down because he is a member of FEDRA too. Though he is not, he does know why the resistance shut KC FEDRA down.

Henry explains what happened to KC FEDRA

Joel has heard about KC FEDRA before. The members of KC FEDRA are known for being monsters and savages; they raped, tortured, and murdered people for 20 years. Henry says that the moment the resistance got a chance to give all of this back to them, they took it.

The reason Kathleen is after Henry is because he became a collaborator of KC FEDRA in order to save his brother, Sam, who was suffering from leukemia.

Joel claims that he doesn’t work with rats, but he has no option; without Henry, Joel will never find a way out of this city filled with people hunting them down.

The one thing KC FEDRA did right

Henry presents his plan to use the tunnels beneath them to get out of the city. Kansas City doesn’t have subways, but it does have maintenance tunnels.

Using the tunnels will lead them to West Side North. There is an embankment on the other side of the houses. They head down, and there is a pedestrian bridge over the river.

Henry earlier said that he wants Joel for protection, as he is not good with combat, but Henry’s plan over here sounds completely safe, leaving Joel to wonder why he needs him.

Henry then asks Joel and Ellie what they find strange about this city. Ellie points out that there are no infected here. Henry then reveals that KC FEDRA drove the infected underground 15 years ago.

According to Henry, that’s the only thing the fascist FEDRA has ever done right. When Joel questions about going inside a tunnel full of the infected, Henry explains that everyone just thinks it’s full of the infected, including Kathleen, but it’s not.

With that, there is no chance they will come across anyone down there. Though Henry has never been there, the FEDRA guy he worked with claimed that the place is completely empty and clean.

KC FEDRA cleared the place three years ago. They will only find one or two of the infected there. When Henry learns that Joel and Ellie have already fought two clickers, he becomes more convinced that they can handle whatever is down there in the tunnels.
