Plot summary:

Explosions take place all around Gotham at Rupert Thorne’s warehouses and Batman investigates who might be responsible.

Harvey Dent plans to run for mayor and uses his position as a prosecutor to be tough on crime and further his popularity.

He often comes up against Barbara Gordon, who works as a public defender who just wants fair representation for all.

Her ideology runs counter to her father’s, James Gordon, who is the commissioner of the police force.

Gordon wants to keep the city streets clean and free of crime, but he is constantly undermined by the dirty cops in his precinct, Harvey Bullock and Arnold Flass.

Batman’s investigation turns him towards Oswalda Cobblepot, or the Penguin, who is a rival crime boss trying to muscle in on Thorne’s territory.

He takes out the Penguin but this leaves a power vacuum in Gotham with others hoping to take advantage.

Batman looks for allies in the police department, and he picks out Detective Renee Montoya as an honest officer who could aid his cause.

She is put on the case of a missing movie star, and soon other people attached to a production turn up the dead.

The suspect turns out to be Basil Karlo, an actor who lets his jealousy get the best of him and leads him to do horrible things.

An heiress named Selina Kyle is down on her luck after her father was imprisoned for tax fraud, so she turns to a life of crime to support herself.

She begins robbing jewelry stores and gets caught once but uses her dirty money to bribe the right people

Batman catches up with her and ensures that she is sent to prison for her crimes. However, he stops Flass and Bullock from killing her.

He is then considered an enemy of the police and Mayor Avery Jessop puts pressure on Commissioner Gordon to catch the vigilante.

Flass and Bullock let Firebug loose to lure Batman out but Gordon works with him to save the public from a disaster.

Jessop makes Flass and Bullock the heads of the task force after they kill Firebug to cover up their role in his escape.

Bruce Wayne is sent to mandated therapy sessions after he punches someone for mentioning what happened to his parents.

His therapist, Dr. Harleen Quinzel, wants to work with him but he doesn’t believe he needs therapy.

Quinzel is close friends with Barbara Gordon and finds herself attracted to Detective Montoya. However, she also has a dark secret.

She has been hypnotizing many of her rich clients and forcing them to give their wealth back to the people.

Batman and Barbara both suspect her and try to put an end to her reign of terror but she manages to escape, forced to go underground for the time being.

A series of robberies start taking place around Gotham and the suspect is a man on horseback stealing from the poor.

Rumors circulate that it is a ghost but Batman refuses to believe that. His butler, Alfred, tells him that this might be outside the realm of reality and he needs help.

He is referred to Linton Midnite, who gives him a ritual that will send the ghost back to where it came from.

The ghost turns out to be of James Craddock, who lost his fortune centuries ago and believed that his family was superior to normal people.

Batman banishes the Gentleman Ghost with help from Alfred, who almost sacrifices himself.

Harvey Dent’s campaign is floundering and he is forced to turn to Rupert Thorne for help financing his goal of becoming mayor.

Someone puts out a hit on Commissioner Gordon, but the assassination is botched. Renee and Barbara believe Gordon needs to lay low for a while, and Batman tries to find out who put out the hit.

He discovers it was a crime boss in prison, but the hit was on Barbara and not Jim. Even one of Gordon’s detectives tries to collect, but he is taken down before he can kill Barbara.

Harvey Dent brings the circus to town for a fundraising event, but many kids start going missing during the fair.

Bruce attends as himself, but he has to don the mask to investigate the disappearances. He learns that a girl named Natalia Knight, or Nocturna, has been taking these children.

She can drain the life force of others and it gives her great strength, but Batman stops her with the help of a young orphan named Carrie.

Harvey Dent is torn between upholding justice and aiding his benefactor, Rupert Thorne. When he decides to follow his moral conscience, he is punished for his betrayal.

Rupert’s right-hand man throws acid on Harvey, burning half of his face. This incident breaks Harvey psychologically.

Bruce tries to help his friend but he only pushes him further down the rabbit hole. Harvey goes on a revenge spree, attempting to kill the people who wronged him.

He is only stopped when Batman gets to him, and Harvey is sent to prison.

Ending explained:

Giving him a second chance

Some people still believe that the real Harvey is still in there and he needs to stand before a judge and bring down the people he worked with who were corrupt.

Barbara convinces him to agree, even though Harvey doesn’t believe he deserves other people’s sympathy.

Harvey is sent to Arkham Asylum, and Rupert sends out word to have him killed because Dent came after him.

The kidnapping

Batman reaches out to Barbara and says they need to work together to get Harvey safely in front of a judge so that he can testify.

During his transfer, Flass and Bullock attack the convoy and grab Harvey. Barbara goes after them in her car.

Harvey causes some tension between the corrupt detectives and uses the opportunity to knock Bullock out.

Their car overturns and Barbara shows up to drag Dent out. She handcuffs herself to Dent so that he doesn’t get away, and then calls her father.

She also calls Batman and tells him the plan.

A martyr

Barbara and Harvey head to the docks where they are supposed to meet up with Commissioner Gordon and Renee.

Batman also turns up and warns them that Thorne’s men are there to kill them all, and those men include Bullock and Flass.

Batman takes them out one by one, but Flass gets a free shot at Barbara and takes it. Harvey jumps in front of her and sacrifices himself.

Everyone is devastated by Harvey’s death, but they decide to use it as motivation to maintain justice in Gotham.

Rupert is celebrating his triumph, but Batman sends him a message to let him know that he’s being watched.
